I have let my Austel licence lapse - what do I need to do to become re-licensed?
The previous Austel licensing system has now been replaced with the new Open Cabler Registration under the ACMA's Cabling Provider Rules.
If you have previously held an Austel Licence which is now expired, then you may be able to receive exemptions from some of the training required to reach the Open Cabler Registration qualification.

Traineeship & Training Subsidy Information
The key principle of vocational traineeships is that of learning and developing skills through a combination of hands-on experience and formal training.
The primary responsibility for providing trainees with relevant instruction and practical experience rests with the employer. This is supplemented by formal training delivered by JB Hunter Technology, as a specialist Telecommunications Training Company and nationally recognised Registered Training Organisation (RTO). Trainees who successfully complete their formal training will receive a nationally recognised qualification.
There are two types of Indentured Traineeships – as a New Entrant Trainee, or an Existing Worker Trainee.
Your local Apprenticeships Centre can provide further information about Traineeships, eligibility, and incentives.
New Entrant Traineeships
New Entrant Traineeships are for new employees, and are available at Certificate II and Certificate III levels. JB Hunter Technology, as the training provider, receives funding from the State Government to provide the training.
For NSW employers, the training fees involved are: an annual enrolment fee set by the NSW Department of Education & Training (currently $384 per year, unless exempt – go to web page www.tafensw.edu.au/about/money.htm for exemption details); a one off upfront fee payable for consumables (currently $200 for a Certificate II, or $300 for a Certificate III); and purchase of a Trainee Work Experience & Achievement Log Book (currently $60).

Existing Worker Traineeships
Existing Worker Traineeships are designed to assist current employees to achieve a qualification in their relevant field.
An existing worker is an employee who has been employed for three months or more by the host employer and who:
• Is an Australian citizen or permanent resident, or • Is a New Zealand citizen who has been permanently residing in Australia for at least six months; • Who does not hold a trade, or who has not worked in a trade for which they hold a qualification for at least seven years; • Does not hold a university degree, tertiary qualification at Certificate III or above, or studying for same in a related field; • Is not a director or a shareholder of their employer’s company or receives a dividend or share of the profits from that company; • Undertakes a Certificate III traineeship, up to two years in duration, depending on when competency is achieved; • The trainee signs a two year indenture.
The training costs are met by the employer, but Existing Worker Trainees may attract Commonwealth Government incentive payments which can be paid to the employer to offset the training costs.
Examples of the Commonwealth Government incentives for employers of Existing Worker Trainees are as follows*:
• Commencement of training - $1500.00 • Completion of training - $2500.00 • Innovation incentive - $1100.00
The Innovation incentive currently applies to Certificate III in Telecommunications, giving a current incentive total of $5100.00 to cover training costs.
*Please confirm these figures with your local Apprenticeships Centre.
The training fees involved are: Standard course fees for each of the training components, as advised; and a one off upfront fee payable for consumables (currently $200 for a Certificate II, or $300 for a Certificate III).

State Training Subsidies
There are State Training Subsidies available for most of our courses as follows.
South Australia – Construction Industry Training Board
To qualify for an SA CITB subsidy, you must have a valid CITB number. Apprentices are not eligible to claim this subsidy. The CITB allocates us a limited number of subsidised places each year. To determine your eligibility, or apply for a CITB number, please contact the CITB directly. If your claim is rejected by the CITB, you will be required to pay the full standard course price.

Australian Capital Territory – Building & Construction Industry Training Fund
To be eligible for an ACT B&CITF subsidy, you must undertake a minimum of 80% of your work in the Australian Capital Territory, specifically within the Building & Construction Industry.
Check your eligibility at "www.trainingfund.com.au/trainee.html", or refer to the ACT B&CITF’s 2007 Training Plan document (pages 18-19 discuss eligibility), downloadable from "www.trainingfund.com.au/assets/training%20plan.pdf". Members of the Armed Services are unfortunately ineligible. If your claim is rejected by the ACT B&CITF, you will be required to pay the full standard course price. Limited places available.
Western Australia – Building & Construction Industry Training Fund
To qualify for WA BCITF subsidies, the student must be a resident of WA, and be involved in on-site building and construction work. If your work involves installing building cabling, you may be eligible.
The following list shows some of the categories which are not eligible for subsidies: construction on mining, gas or oil exploration sites; manufacturers of building products; government employees; defence personnel; security industry; transport industry; education or Telstra employees.
To confirm your eligibility, please contact the BCITF directly. Subsidised prices shown may include an administration fee. If your claim is rejected by the BCITF, you will be required to pay the full standard course price.

What is the ACMA? What is an industry Registrar?
ACMA is the acronym for the Australian Communications & Media Authority, previously known as the ACA or Australian Communications Authority. The ACA Open Cabler Registration replaced the old Austel Licensing system.
The ACMA has accredited 5 industry Registrars. Once you have completed your Open Cabler Registration qualification, you will be required to register with one of the Registrars in order to be issued with your Cabler Registration.
